Create A Dream Land for Integration into Shanghai and Hangzhou, Innovation Land for Smart Manufacturing, and Demonstration Land for City-industry Integration

Starting from Donghu Sub-district, you can go to the viewing platform at in77 of Hu Bin Yin Tai for a cup of coffee within one hour by driving southward along Donghu Elevated; you can also “go shopping” in the Mixc and Raffles beside the Qiantang River within 40 minutes. Moreover, you can drive to Hangzhou Xiaoshan International Airport within more than 40 minutes along Donghu Elevated and Tongcheng Elevated.

The development road of a region is long, but there are only few important steps. The completion of Donghu Elevated and commencement of Donghu Elevated Phase II, including Canal Channel 2 under construction, are the “governor and conception vessels” for Donghu Sub-district to integrate into Hangzhou and Shanghai.

New situation, new opportunity and new start. Common people have gained perceptible happiness

At the gate of Donghu Sub-district Office, the parking space for common people is under construction. Shen Jianli inquired the project reconstruction contents and service abilities after completion in detail, “How about the project progress? How many stalls are added? When can they be put into service?” Shen Jianli has always paid attention to people's livelihood and “key trifles”.

“Besides integration into Hangzhou and Shanghai, we should also go into common people’s heart. Donghu Sub-district has persisted in the development idea of people first, and satisfied people’s new expectation for a beautiful life. At present, we are vigorously advancing the construction of infrastructures.” Shen Jianli said that we should provide common people with perceptible happiness. Donghu Sub-district has aimed to create a sample sub-district of “district-street integration, urban-rural integration and governance modernization” with high standards since last year, and carried forward the action of “difficulty-solving year for beautiful city action, deepening year for grassroots governance, construction year for foundation of the people's livelihood, and improvement year for party building leadership”.

In the aspect of people's livelihood, Donghu Sub-district has completed 25 care centers, and improved 1 home care service center at town and street level, 4 home care service centers of community demonstration, 16 community meal points, and 6 community health service stations including Long’an and Tingzhou. Linping No. 2 Middle School of Yuhang Senior Middle School has been put into service, and the construction of 4 campus construction projects including Chengxi No. 1 Middle School has been commenced. The cultural front of “one center and three academies” is created according to the representatives of Donghu Cultural and Sports Center, Intangible Cultural Heritage Museum, Donghu Art Academy, and Beisha Library; 1 special comprehensive cultural service station and 4 community cultural homes have been completed. Communities like Chaofeng Community, Huayu Homeland and Jinjiajiao have been improved; Chaofeng Community becomes the first old community covered with elevators. At present, Donghu Sub-district is vigorously advancing the work of vaccination, and 13,129 people are vaccinated with the first injection.

Persist in party building

“Great wisdom” is gained in social governance

Not long ago, the Party Building Guides Cross-boundary Cooperation in Various Sectors and Technology Energizes the Construction of “No-waste City” – A Case Study of “Donghu Mode” of Garbage Classification declared by Donghu Sub-district stood out from more than 200 cases of 25 provinces (districts and cities), and successfully entered the “National Outstanding Cases of Urban Social Governance Innovation (2020)”.

Shen Jianli said, “Donghu Sub-district tries to become the vanguard of “important window” for the transformation of system superiority into governance efficiency.” Donghu Sub-district built the sample plate of cross-border cooperation governance system for household waste classification of “town-street leading, uniform management of special group, governance of village community, real estate in charge, enterprise linkage, party member demonstration, participation of residents, and social cooperation” by combining the resources and power of town and street party and government departments, village community and enterprises & institutions under the guidance of community party building alliance. Besides, it has copied and generalized the sample plate in the whole district. Besides “Donghu Mode” of garbage classification, it has established new channels of in-depth cooperation with Zhejiang Gongshang University in policy advice, professional training and talent training through the school-local cooperation party building alliance platform. Besides, Shen Jianli also said that Donghu Sub-district governed many village communities, enterprises and a huge population. In allusion to the new situations and new problems like the rapid development of industry, city and culture, rapid increase of population, and unbalanced regional development, (to Version 2) (following Version 1) Donghu Sub-district is transforming the “great wisdom” of party building alliance into “gold idea” of grassroots governance through party building.

Zhu Mengmeng from Shangqiu, Henan has been working at Donghu Sub-district for 4 years. The “Red Youth Community” which he belongs has built 4:30 School, Hosting Summer Camp and Neighborhood Retirement Home for office workers, making “new Donghu people” from various places feel the warmth of home. Besides, these “new Donghu people” also actively join the volunteer troop, and participate in garbage classification and illegal parking renovation. “The community and the residents are one family,” said Zhu Mengmeng.

Focus on smart manufacturing

Digital reform has high-quality application scenarios

Shen Jianli said, “Donghu Sub-district will focus on digital reform, and provide power for the construction of ‘Future Smart Manufacturing City’.” Donghu Sub-district has 14 listed enterprises; 10 enterprises of 100 million Yuan are added, and the total number of enterprises reaches 113, including 2 enterprises above 10 billion Yuan, 3 enterprises above 5 billion Yuan, and 13 enterprises above 1 billion Yuan.

The product quality is detected through AI, and the robot will automatically grasp qualified parts. Besides, the parts are transported to the spot welding region through transfer device, and the welding robot can complete spot welding; later, the parts will be transported to the assembly zone for automatic encasement. In Phase III Factory of Xio Lift, various digital production lines of escalators are under technical debugging and trial production. This modernized “future factory” integrating core component manufacturing and intelligent escalator assembly line has presented a preliminary form.

Shen Jianli said, “We will serve the digital transformation and upgrading of enterprises.” Via “city brain”, Donghu Sub-district has created application scenarios covering comprehensive smart administration, smart city management and smart party building; accelerated the formation of new governance models of instant perception, scientific decision-making, active service, efficient operation and smart supervision. Through centering on the “twin engines” drive of digital economy and manufacturing industry, we aim to create the core architecture system of “future factory + industry brain”, and effectively energize full-field digital transformation and high-quality development of economic society.

Shen Jianli said, “To enter the front row in digital transformation, the extensive party members, cadres and entrepreneurs should also cultivate good digital literacy.” Donghu Sub-district will strengthen the learning atmosphere; extensively carry out digital knowledge training, lecture and discussion activities by combining party history study and education via carriers like “smart manufacturing study” salon, chief information officer club, and smart manufacturing service provider alliance; try to cultivate digital cognition, digital idea and digital ability of government officers and enterprise senior managers; for a thick atmosphere of in-depth learning, study and digital work.
