In an exclusive interview of the reporter, Wang Yaoping (Deputy Secretary of Party Working Committee of Linping New City and Management Committee Director) gave a powerful answer, “Linping New City will earnestly focus on three articles including ‘city-industry integration, promoting city with industry and promoting industry with city’, positively express the role of gateway for Linping-Shanghai development and the role of main battlefield for high-quality development, and become the leading benchmark for high-quality development of the district.”

In recent years, the New City has centered on the comprehensive improvement of the city level, planned “four strategies” of south integration, middle improvement, west optimization and east extension, advanced the implementation of important plans, major infrastructures and key industrial projects, and taken big strides in the integrative development of “science-industry-city-human”.

Wang Yaoping provided a group of data. From 2017 to the end of 2020, 10,532 enterprises were added in the key construction area of the New City, and there were 18,747 enterprises in total; they realized a revenue of 298.2 billion Yuan and a tax income of 13.1 billion Yuan; more than 17 thousand college graduates were added. Wang Yaoping said, “In the first quarter of this year, the New City realized a fiscal revenue of 1.57 billion Yuan and regular revenue of 650 million Yuan, increasing by 82% and 33% respectively; 475 enterprises were added, and there were 19,222 enterprises in total; they realized a tax income of 2.39 billion Yuan, presenting a year-on-year growth of 85%.” To realize high-quality development of the economic society in Linping, the New City will focus on three articles including “city-industry integration, promoting city with industry and promoting industry with city”, and provide energy for high-quality development of the district.

Pattern upgrading through planning

Linping New City will deepen the idea of integration, promote key regions, and further enhance the development pattern. If will focus on “middle improvement, south integration, west optimization and east extension”.

“Middle improvement” means to assault the main target of “middle improvement”. Build Dinghu Future Community at high grade, deepen the function layout of “one center, two axles and three groups”, construct “1 group of super high-rise building groups, 1 featured commercial street, 1 shared corridor, 1 compound neighborhood center and 1 digital display center”, and create Linping Sample Plate for future community in the whole province.

“South integration” means to aim at the main direction of “south integration”. Deeply plan the strategy, create the engine, build Jiuqiao International Digital Trade City, and accelerate the integration with the main city.

“West optimization” means to stimulate the main base of “west optimization”. Seize the opportunity that Ali and Cainiao settle down, summarize a batch of sample plots for industrial land, and further introduce industry and optimal environment.

Further innovation of industry system

Treat industry development as the cardinal task for the development Linping New City, and create the “1+2+N” innovation pole

“1” is to strengthen the Innovation, Research and Development Headquarters Base of Yangtze River Delta, conduct coordinated development “one master and one associate” centers, commence the work of the main center with 260 thousand square meters, build the associate center with 460 thousand square meters, initiate the first calculation town in China, try to occupy the new tracks of industries like artificial intelligence, quantum information and chip, advance system construction of “research institute + platform + enterprise + fund”, and aim to create a new platform for the integrated development of Linping and Shanghai and a new engine of G60 Technology Innovation Corridor.

“2” is to optimize two towns. Yishang Town needs to create China Hangzhou Digital Fashion Innovation Base, attract a batch of leading enterprises, and form an industrial ecosphere of “five-chain-integration” including channel, service, supply, innovation and policy. The Industrial Internet Town needs to operate two think tank platforms including Ali Cloud supET and Zhejiang Branch of Industrial Internet Research Institute, and cover the Yangtze River Delta to energize high-quality development of entity industry.

“N” means to create N carriers. By centering on the directions of finance, technology, culture innovation and architecture digitalization, attract and cultivate a batch of carriers including fund guidance, digital transformation, talent driving and incubation driving, and create a batch of theme buildings and buildings of 100 million Yuan.

Improvement of industry-city-human integration

Wang Yaoping said that only by gathering advantages, could we grasp the opportunity and introduce enterprises and talents. Linping New City will try to advance a batch of major projects including traffic, carrier and supporting facilities, and accelerate the transformation of urban advantages into development superiorities.

Focus on traffic in the aspect of traffic. Plan, construct and establish a batch of frame traffic, connect the city bloodlines, and make the development path unblocked. Comprehensively present a new image of High-speed Railway North Plaza this year, complete transportation conversion in Linping Section of Shanghai-Hangzhou, commence the work of Xingdu Avenue and Hangqiao Road, and make plans for main stems like Yongxuan Road and South Xinghe Road.

Focus on carriers in the aspect of carriers. Aim at the major direction of integration into Hangzhou and Shanghai, build the Yangtze River Delta Digital Science Innovation Park, Finance and Technology Mansion, and Ruili Light Luxury Block with high starting point and high standards, attract operators, incubators, accelerators, enterprises to be listed and headquarter enterprises, and establish a full-cycle cultivation chain from entrepreneurship to incubation and industrialization.

Focus on supporting facilities in the aspect of supporting facilities. Improve the two short slabs including insufficient high-quality support and service resources by centering on the requirements of industry development, and promote industry improvement with quality increase. Accurately introduce high-quality resources according to the first-tier city standards of China, advance the construction of commerce, recreation and sports, education and talent housing supports, continue to optimize urban landscapes like water system and virescence, and create a demonstration area of international entrepreneurial life.
